Toners were created long ago as a cleanser for certain skin types, removing soap scum and other impurities from the face, exfoliating in the case of acne. A toner, in many cases, can actually be used in place of a cleanser or after cleansing to remove any persistent things like make-up; it for many constitutes the second step of a skin routine. Different ingredients may be added to facial toners depending on the needs of the purchaser: anti-aging, acne, or oily skin.
Toners are not necessary for everyone's skin routine but depending on your needs you may find it helpful.
